[WCJI’s Kelsey] Jones says she's not surprised by the increase in the budget, adding that, in most cases, substantial reductions in police budgets means cutting the number of officers — a tall task when police unions hold a lot of influence over city officials.

She said that reducing the size of police departments should still be a priority for elected officials who are dedicated to meaningful reform.

"The money needs to be reallocated to a resource that's designed to help people, and we do not believe that the presence and influence and involvement of police overall helps those who are suffering from the things we want to help people with," Jones said.

Attorneys working on behalf of a Forest Grove man detained by U.S. Immigration and Customs Enforcement agents outside the Washington County Courthouse in 2017 have officially filed a federal lawsuit related to the incident.

"The illegal detention of Isidro Andrade-Tafolla is one of countless instances of discrimination by government officials in Washington County," Malori Maloney said.

She said the WCJI calls for an end to all coordination between ICE and local law enforcement, decreased funding for the Washington County District Attorney's Office and other law enforcement agencies and increased funding for social services.

The system is working — but not for everyone, protesters against the current state of criminal justice say.

"I will tell you from experience that the problems that Latinos, Black folks, white folks have in Washington County are all the same," Carlos Covarrubias of the Washington County Justice Initiative (WCJI) said. "We all live in the same place, but we do not all get the same treatment from Washington County law enforcement and the Washington County District Attorney's Office."
